Board of Directors Meeting Minutes
June 21, 2016
Grace Lutheran Church

Call to Order:  7:05pm

Quorum: In attendance were Bertha Perrin, Dave Cheney, Bill Hillberg, and Linda Stasik. Van Moore of APM was also present. (16 homeowners were also present.)  
 
Approval of Meeting Minutes: Motion by Dave Cheney, seconded by Bill Hillberg to approve the minutes of the May 24, 2016 board meeting as corrected. All in favor.

Comments from the floor: Homeowners commented on a variety of topics. 

Treasurer’s Report: Bill Hillberg presented the report. Motion by Dave Cheney, seconded by Linda Stasik to accept the report as presented. All in favor. 
Motion by Bill Hillberg, seconded by Linda Stasik to return to full funding of the Road Reserve in the 2017 SLHOA Budget.  Three to one, motion failed.

There was discussion regarding paving, replacement and “life years” of the roads.  Van will look at least three companies for bids.

Old Business:

  • Parking Notices: Motion by Linda Stasik, seconded by  Bertha Perrin to  accept the three parking reminder/warning notices as presented.  All in favor.  Motion by Bertha Perrin, seconded by Dave Cheney to accept the Temporary  Parking permit as presented. All in favor.
  • 4th of July: Amber reported that decorated bikes, golf carts, etc. will meet in  the park at 9:30.  Bubbles, water, treats and prizes will be available for  participants. Motion by Bertha Perrin, seconded by Dave Cheney to provide  money not to exceed $150.00 for prizes for the parade. All in favor.
  • Chicken issue: Clayton and McCullough said our C & R’s 7.73 allows for  “household pets” only. Homeowner presented pictures and facts about their  chickens and a petition signed by more than 25 neighbors in favor of them  keeping the chickens.  Motion by Bertha Perrin, seconded by Dave Cheney to  table the issue for now and seek additional advice from our lawyers.  All in favor.
  • ARC report: no report. 
Action Items Update:
  • Lake Restoration:  No exact start date set yet.
  • Street Lights: Map with light placement has been given to FPL.  We will need  to get three bids on tree trimming for trees around some of the light poles.
  • Video Surveillance: Dave reported that he now has two bids on video  surveillance packages. One is for two main gate cameras and one back gate  camera. The second is for an eight-camera system with DVR/WiFi Access costing  $20,000.  They are offering 3-year financing at 0%.  A third company had not  responded with a bid.  Dave will invite three representatives to present at our next  meeting.  Also looking to convert phone system over to Brighthouse to reduce our  monthly phone bill.
  • Old SLHOA Records: Van has seven boxes of old records.  He will store them  in the guard shack and we can review them when we can.
 New Business: 
  • HOA Bi-annual dues: Motion by Bertha Perrin, seconded by Bill Hillberg to  extend the due date on the second installment to August 30.  No late notices or  fees will go out until after that date.
  • Request by member: A boat has been parked on the driveway of 3631  Tipperary for at least two months.  What is the procedure/timeline to deal with it?
  • Financial Statement: Bill Hillberg volunteered to secure written proposals  from CPAs who have not been associated with SLHOA or APM for a 2015  Reviewed Financial Statement, as required of our HOA by Florida Statutes, for  the next meeting.
Next Meeting: July 19, 2016 at the Grace Lutheran Church at 7:00.
